There isn't a Victoria Island near Seattle, there is Vancouver Island, with the city of Victoria, capital of BC on it.
For that you have several options of getting there. You can fly with Alaska Airlines from SeaTac to Sidney and then drive about 30/45 minutes into Victoria. You can take the Victoria Clipper from downtown Seattle to downtown Victoria. You can drive up to Port Angles and take the Coho Ferry from there to downtown Victoria. You can drive up to Whidbey Island and take a ferry through the San Juan Islands to Sidney and then drive into downtown Victoria. Or you can drive up through Blaine into Canada, go to Twassen take the ferry to Sidney and then drive from there or take a bus.
